PMDC Tightens Rules For Students Seeking Medical Education Abroad
- PMDC has introduced stricter eligibility requirements for Pakistani students enrolling in foreign medical colleges.

The Pakistan Medical and Dental Council (PMDC) has introduced a new set of regulations for Pakistani students seeking admission to foreign medical colleges, significantly tightening academic, attendance and registration requirements for those intending to practice medicine in Pakistan after completing their studies abroad.
Under the revised framework, students planning to pursue medical education overseas must obtain at least 60 percent marks in FSc (Pre-Medical) or an equivalent qualification. In addition, candidates must secure a minimum of 50 percent marks in the Medical and Dental College Admission Test (MDCAT).

The council has also made it mandatory for students to achieve at least 50 percent marks in recognized international medical admission examinations such as the MCAT and UCAT, where these tests are required by the host institution.
According to the new regulations, Pakistani students will only be eligible if they enroll in foreign medical colleges that are recognized by the relevant authorities and included in approved institutional lists. The PMDC emphasized that students must ensure their chosen institution meets recognition standards before seeking admission.
The council has further specified that the medical degree must be a five-year programme in allopathic medicine. Students will be required to complete a minimum of 6,200 hours of academic and clinical training during their studies.
Attendance requirements have also been strengthened. Under the new rules, students must maintain at least 80 percent attendance throughout their medical education to remain eligible for recognition in Pakistan.
One of the most significant changes is the introduction of a mandatory online registration certificate from the PMDC before admission to a foreign medical college. Students will be required to obtain this certificate in advance and provide supporting documentation, including study visa details and travel records, as proof of overseas education.
The council has also made it compulsory for students to complete a language course of the host country before beginning their studies. Officials believe this requirement will help students better adapt to academic environments and clinical training abroad.
For graduates returning to Pakistan, the National Registration Examination (NRE) will remain a mandatory requirement for registration and licensing. The PMDC has clarified that only graduates who meet all prescribed academic and regulatory conditions will be allowed to appear in the examination.
The council further stated that foreign medical graduates who fail to pass the NRE will not be granted a PMDC licence and will therefore be unable to practice medicine in Pakistan.
Officials say the new regulations are intended to improve the quality of medical education received by Pakistani students abroad, ensure compliance with international standards and strengthen the competence of future healthcare professionals entering the country’s medical system.
