Twenty-nine countries on Thursday signed an agreement to establish the World AI Cooperation Organization (WAICO), a China-backed intergovernmental body designed to promote international cooperation and strengthen global governance in artificial intelligence.

The agreement was signed during a ceremony in Shanghai by representatives of the founding member states, including Pakistan, Russia, Belarus, Serbia, Cuba, Brazil, Venezuela, along with 10 African countries and 12 Asian countries.

The new organization will be headquartered in Shanghai and will focus on advancing collaboration in the development, regulation, and responsible governance of artificial intelligence.

The signing took place ahead of the annual World Artificial Intelligence Conference, where Chinese President Xi Jinping is expected to present Beijing’s vision for global AI governance. China first proposed the creation of the organization during last year’s conference, but member countries formally joined the initiative for the first time on Thursday.

Following the signing ceremony, China’s Foreign Minister Wang Yi met Pakistan’s Deputy Prime Minister and Foreign Minister Mohammad Ishaq Dar in Shanghai, where both leaders reaffirmed their commitment to expanding cooperation in artificial intelligence.

Wang described AI as a defining technology of the future, saying it would have a far-reaching impact on global development and society. He said China is ready to work with like-minded countries to strengthen international collaboration and ensure artificial intelligence is developed “for good and for all.”

The meeting highlighted the growing strategic partnership between Pakistan and China in emerging technologies, as Beijing seeks broader international support for its global AI governance framework.
