Pakistan, Italy Deepen Strategic Partnership with 14,000+ Worker Quota, Student Visas and Bilateral Ties

Pakistan and Italy have reaffirmed their commitment to strengthening bilateral relations across migration, education, trade, investment, culture and diplomacy, as both countries celebrated Italy’s Republic Day and highlighted growing cooperation in several key sectors.

The relationship received fresh momentum with Italy announcing a special quota for 10,500 Pakistani workers over the next three years and the issuance of more than 3,200 student visas for the 2025-26 academic year. The developments were highlighted during celebrations marking Italy’s National Day and the 80th anniversary of the Italian Republic.

Speaking at the event, outgoing Italian Ambassador Marilina Armellin described Pakistan-Italy relations as a partnership built on trust, mutual respect and shared goals. She said bilateral cooperation had expanded significantly during her tenure, covering migration management, education, economic engagement, climate resilience and cultural exchange.

Migration remains one of the most important pillars of the relationship, particularly because Italy hosts the largest Pakistani community in the European Union.

The ambassador highlighted the implementation of a bilateral migration memorandum signed last year, under which Italy has reserved a dedicated quota of 10,500 Pakistani workers who will be allowed to enter the country over the next three years through legal migration channels.

She said both governments have also worked to improve consular services and streamline administrative procedures for citizens. In addition, Italy has launched training programmes designed to prepare prospective migrants before departure, helping workers develop skills needed in the Italian labour market.

Officials view the initiative as a significant step toward promoting safe, legal and well-managed migration while creating new employment opportunities for Pakistanis seeking work abroad.

Education has emerged as another rapidly expanding area of collaboration between the two countries.

According to Ambassador Armellin, Italy processed more than 3,200 visas for Pakistani students enrolled in undergraduate, postgraduate and doctoral programmes during the 2025-26 academic year.

The growing number of Pakistani students choosing Italian universities reflects strengthening academic ties and increasing educational opportunities available to Pakistani youth in Europe.

The ambassador noted that educational exchanges are helping build long-term people-to-people connections while creating opportunities for knowledge sharing, research collaboration and professional development.

Economic cooperation has also continued to gain momentum. Ambassador Armellin said Pakistan’s recent economic developments have attracted increasing attention from Italian businesses interested in exploring investment opportunities.

She pointed to a recent conference of ambassadors in Milan where members of Italy’s business community actively sought meetings to discuss potential ventures in Pakistan.

Several agreements were signed during the past year, including partnerships in the technology and defence sectors, highlighting growing commercial engagement between the two countries.

Both governments believe there remains considerable room for expanding bilateral trade and investment, particularly in manufacturing, technology, agriculture and infrastructure development.

Climate resilience and agricultural development have become increasingly important components of Pakistan-Italy cooperation.

The ambassador highlighted ongoing projects aimed at supporting agricultural productivity and strengthening climate adaptation measures, particularly in Sindh.

As a symbolic representation of these efforts, guests at the Republic Day event received bottles of olive oil produced through development initiatives designed to create sustainable economic opportunities for local communities.

Officials say such projects demonstrate how international cooperation can contribute to both environmental sustainability and economic development.

Cultural ties continue to play an important role in bilateral relations.

Ambassador Armellin said she visited all of Pakistan’s UNESCO World Heritage sites during her diplomatic posting and developed a deeper appreciation for the country’s rich history and cultural heritage.

Italy has pledged continued support for Pakistan at UNESCO and remains committed to promoting Pakistan’s cultural assets on international platforms.

The event also featured an exhibition dedicated to women who helped shape modern Italy, commemorating the historic 1946 referendum that established the Italian Republic and granted women the right to vote for the first time.

Guests also viewed artwork by Italian artist Federica Fontana, who has made Pakistan her home.

Pakistan’s leadership used the occasion to reiterate its desire to further deepen cooperation with Italy.

Federal Minister for Railways Muhammad Hanif Abbasi extended congratulations to the Italian government and people on National Day, describing Italy as one of Pakistan’s most important partners in Europe.

He said the two countries enjoy longstanding relations based on mutual respect, trust and cooperation and stressed Pakistan’s commitment to expanding collaboration in trade, investment, education and cultural exchanges.

Abbasi also highlighted the contribution of the Pakistani diaspora in Italy, describing the community as a vital bridge that strengthens people-to-people connections and promotes understanding between the two nations.

The minister expressed confidence that the relationship would continue evolving into an even stronger and more productive partnership in the years ahead.

President Asif Ali Zardari also conveyed congratulations to Italian President Sergio Mattarella and the people of Italy on Republic Day.

In his message, President Zardari said Pakistan deeply values its longstanding friendship with Italy and remains committed to strengthening bilateral cooperation in areas of mutual interest.

He emphasized Pakistan’s strong engagement with the European Union and praised Italy’s constructive role within the bloc in promoting dialogue, cooperation and international peace.

The president reaffirmed Pakistan’s commitment to enhancing Pakistan-EU relations and expressed confidence that ties with Italy would continue to grow in strength and substance.

The Italian ambassador also praised Pakistan’s diplomatic efforts in support of peace initiatives in the Middle East, describing them as positive contributions to regional stability.

She noted that Italian Prime Minister Giorgia Meloni had publicly acknowledged Pakistan’s diplomatic role and referred to international media coverage that highlighted Islamabad’s growing importance in regional diplomacy.
