Sajjad Ghani – Lieutenant General (Retired)
Lieutenant General (Retired) Sajjad Ghani, HI(M), is a distinguished former three-star general of the Pakistan Army and served as the 23rd Chairman of the Water and Power Development Authority (WAPDA) from August 2022 until his resignation in June 2025. With dual expertise as a military engineer and infrastructure specialist, he led major national projects and commanded key military formations before transitioning to the civilian sector.

Early Life & Education
Commissioned in 1978 into the Corps of Engineers, Sajjad Ghani forged a civilian and military career in parallel. He earned his Bachelor’s degree in civil engineering from the Military College of Engineering in 1984, followed by a Master’s from UET Lahore in 1990 (en.wikipedia.org).
Military Career
Rising to Major General in 2010 and later Lieutenant General, Ghani held strategic positions including Quartermaster General and Vice Chief of General Staff. Between 2013 and 2015, he commanded V Corps in Karachi, overseeing counterinsurgency and engineering operations, and led infantry forces during the Swat offensive.
WAPDA Leadership
Appointed WAPDA Chairman on 12 August 2022, following approval by the Federal Cabinet, Ghani applied his engineering and leadership skills to water and power projects. He spearheaded dam construction plans and addressed storage capacity needs amid regional tensions concerning the Indus Waters Treaty.
Resignation
On 20 June 2025, Ghani resigned “for personal reasons.” Prime Minister Shehbaz Sharif forwarded his resignation to the Cabinet Division while acknowledging his contributions to Pakistan’s infrastructure and energy sectors.
