Pakistan’s Ministry of Religious Affairs Opens Hajj 2025 Application Process with New Guidelines and Special Arrangements
The Ministry of Religious Affairs has officially launched the application process for Hajj 2025, with submissions open from November 18 to December 3. For applicants with valid passports, the deadline has been extended to December 6. The selection will be finalized through a lottery scheduled for December 6, prioritizing first-time applicants under the regular scheme.
Earlier, the Hajj Policy 2025 was announced, outlining new provisions for 179,210 Pakistani pilgrims, with revised costs, flexible payment plans, and enhanced facilities to improve the Hajj experience. These adjustments reflect the government’s commitment to making the pilgrimage more accessible and manageable for a larger number of applicants.

Hajj expenses for this year are projected to range between Rs1,075,000 and Rs1,175,000, with specific criteria outlined for applicants. Eligible applicants must be physically and mentally fit according to Saudi guidelines, and those born before February 12, 2013, may apply. Medical certification will be mandatory, and overseas Pakistanis can download the required medical forms from the ministry’s website.
In a significant policy update, women can now apply without a Muharram, though selecting a family status on the application remains mandatory. Additionally, those applying as a group must choose the same Hajj package, as post-selection changes to the package will not be permitted. Special room allocations have been arranged to accommodate Mehrram’s relatives, with rooms shared by four to six people.
For those awaiting their passports, token applications will be accepted, ensuring more accessibility. The entire application process, including fee submission, is available online, facilitating ease of access for applicants nationwide.
