Canada’s Permanent Resident Intake Falls Nearly 20% in 2025 as Arrivals from India Drop Sharply

Canada recorded a significant decline in new permanent residents during 2025, welcoming 393,530 immigrants compared with 483,655 in 2024, a drop of about 19%. Nearly half of that overall decline came from fewer arrivals from India, which has traditionally been Canada’s largest source of new permanent residents.
The decrease follows the Canadian government’s decision to tighten immigration policies and reduce its permanent resident targets. Ottawa lowered its 2025 immigration target from 500,000 to 395,000 as part of a broader plan to ease pressure on housing, healthcare, infrastructure and other public services.

Official population data shows the number of non-permanent residents declined throughout 2025, contributing to slower population growth across the country.
