Sindh Cabinet Approves Digital Property Registration for Overseas Pakistanis

The Sindh Cabinet on Tuesday approved digital property registration for overseas Pakistanis, a move aimed at simplifying property transactions and improving transparency. The decision was taken during a cabinet meeting chaired by Sindh Chief Minister Syed Murad Ali Shah.
The cabinet approved amendments to the Sindh Registration Act 1908, allowing overseas Pakistanis to execute property sale deeds online. Chief Minister Murad Ali Shah said the execution of sale deeds can now be carried out digitally, adding that all 49 sub-registrar offices in Sindh are connected with NADRA to enable seamless online verification.

He said overseas Pakistanis will be able to visit Pakistani embassies or missions abroad to execute property deeds, with biometric verification fully integrated into the e-registration system. According to the chief minister, biometric authentication facilities will be available through the NADRA-linked platform, while residents within Sindh can complete biometric verification at any sub-registrar office or People’s Service Centre across the province.
During the meeting, the cabinet also approved the establishment of a fruit and vegetable market in Larkano with an estimated cost of Rs4.3 billion. The project will include construction of a boundary wall, stormwater drainage system, watchtower, solar power system, mosque, and restaurant. Additional facilities such as an administrative block, medical services, washrooms, a hotel, banking services, and a green belt are also part of the plan.
The Board of Revenue presented a master service agreement and e-stamping service order to the cabinet. It was informed that Sindh Information Technology has taken over management of the e-stamping system, which had previously been operated by the Punjab Information Technology Board from 2022 to 2025. The cabinet approved a five-year agreement between the Board of Revenue and Sindh IT to run the system, with a monthly service charge of Rs7 million.
New features of the e-stamping system will include a mobile application, paperless stamp duty, and linkage with CNICs. The platform will also be integrated with DHA, CDC, and insurance companies to further streamline property-related transactions.
In another major development, the cabinet reviewed proposals related to the long-standing infrastructure cess dispute, involving recovery of Rs342 billion in arrears. A settlement formula has been prepared for 635 petitioners whose cases are pending in courts. Under the proposed plan, 15 percent of the outstanding dues will be paid in three installments, while the remaining amount will be cleared in 12 equal annual installments starting from July 2026.
The cabinet also proposed reducing the cess rate to 0.8 percent for compliant institutions and approved a full exemption on cess for re-exported goods under the Export Facilitation Scheme. These proposals were approved and forwarded to the Sindh Assembly for further consideration.
The cabinet meeting was attended by provincial ministers, advisors, special assistants, the Chief Secretary, and senior officials. The session began with prayers for the martyrs of the recent Islamabad blast, according to the Sindh Chief Minister’s spokesperson.
