Balochistan Budget 2025–26: Rs 1.028 Trillion Surplus Budget Focuses on Development and Reform
The Balochistan government has presented a Rs 1,028 billion provincial budget for FY 2025–26 with a surplus of Rs 51.5 billion, marking a strategic shift toward development, institutional reform, and financial discipline. Finance Minister Shoaib Nosherwani announced that total income is projected at Rs 1,028 billion, while total expenditures stand at Rs 976.5 billion.

Revenue and Receipts
Key revenue sources include Rs 801 billion from federal transfers, Rs 101 billion from provincial receipts, Rs 37.8 billion in Foreign Fund Project Assistance, Rs 24 billion from Sui Gas Lease Extension Bonus, Rs 38 billion from State Trading, and Rs 26 billion from Cash Carry Forward.
Development vs Current Expenditure
The development budget has been set at Rs 249.5 billion, while current expenditures are estimated at Rs 640 billion. The government has enhanced the PSDP while minimizing non-development spending, and achieved 98% utilization of FY 2024–25 development funds—unprecedented in Balochistan’s history.
District Empowerment and Local Projects
Rs 80 billion will be directly transferred to districts and union councils. Additionally, Rs 23 billion is allocated to strengthen District Coordination Committees (DCCs), and Rs 500 million has been set aside under the Balochistan Climate Change Fund.
Development Schemes
A total of 6,183 development schemes are included—3,633 ongoing and 2,550 new projects. Rs 18 billion is allocated for Safe City Projects across eight cities. The development grant includes Rs 57 billion for federal-funded projects and Rs 30 billion from FPA.
Sector-Wise Allocations
- Communication and Works: Rs 55.19 billion (↑19%) for roads and infrastructure upgrades
- Irrigation: Rs 42.78 billion for dams, canals, and water storage
- Education: Rs 24.84 billion to upgrade infrastructure and reopen 1,200 schools; Rs 6 billion for new classrooms in 3,000 one-room schools
- Health: Rs 20 billion for public health; Rs 325 million for upgrading 25 healthcare centers; Rs 4.5 billion for Balochistan Health Card
- Higher Education: Rs 8 billion for universities; Rs 3 billion HEC grant
- Skills Development: Rs 5 billion for vocational training; Rs 50 million for regional language academies
Job Creation and Reforms
The government plans to create 4,188 contract-based and 1,958 regular jobs. The operating expenditure has been reduced from Rs 43 billion to Rs 33 billion through austerity measures.
Renewable Energy and Technology
Balochistan will establish its first Solar Park to promote renewable energy. A central monitoring dashboard and blockchain land reforms will improve governance and transparency.
Inclusive and Consultative Budgeting
The budget was formulated after extensive consultation with all political stakeholders. Minister for Planning and Development Mir Zahoor Buledi emphasized its inclusive nature and focus on local empowerment. He highlighted that the development budget was fully utilized this year, setting a benchmark for efficient spending.
Sustainability and Strategic Vision
The FY 2025–26 budget reflects a paradigm shift in Balochistan’s approach to governance—prioritizing financial sustainability, equity, and grassroots development. It aims to position the province on a path of balanced, long-term growth driven by investment in infrastructure, education, healthcare, and human development.
