NADRA Unveils Major Reforms to ID Card and B-Form Rules to Curb Fraud and Improve Accuracy

The National Database and Registration Authority (NADRA) has announced comprehensive amendments to the National Identity Card Rules 2002, introducing new procedures for issuing B-forms, CNICs, and Family Registration Certificates (FRCs). The changes are part of a broader effort to strengthen legal documentation, eliminate fake entries, prevent child trafficking, and enhance data accuracy across Pakistan.

Mandatory Birth Registration for B-Form Issuance

Under the revised policy, citizens must now register births at their local union councils before applying for a B-form. The move is aimed at curbing fraudulent entries and preventing child trafficking through more verifiable and documented processes.

Children will now be issued individual B-forms that carry a validity period. While previously issued B-forms remain valid, a new B-form will be required when applying for a passport.

The updated B-form issuance requirements are as follows:

  • Up to 3 years of age: No biometric data or photographs required
  • Ages 3 to 10: Photograph and iris scan required
  • Ages 10 to 18: Photograph, biometric data, and iris scan required

In a major shift, NADRA has granted Family Registration Certificates (FRCs) legal status, making them a mandatory document for family verification. Citizens will now be required to submit a declaration confirming the accuracy of the family information provided.

Key updates to the FRC system include:

  • FRCs will be issued solely on the basis of NADRA’s official records
  • Unlisted family members will now appear in the FRC, encouraging citizens to update incomplete records
  • Citizens can amend their family information via NADRA offices or through its mobile app
  • Family records will now include detailed entries for men with more than one spouse
  • Women will have the option to list either their father’s or husband’s name on their ID cards

Chipless ID Cards with Smart Features Introduced

To improve access and affordability, NADRA has launched a new chipless identity card. Though more cost-effective, these cards retain several smart features:

  • Bilingual data printed in Urdu and English
  • A QR code for instant digital verification — available at no extra charge

These improvements aim to increase public access to secure, verifiable identity documentation while reducing processing costs and delivery times.

NADRA also committed to resolving all CNIC-related issues — including card seizure, cancellation, or restoration — within 30 days, addressing longstanding complaints about delays in service delivery.

Call for Voluntary Record Updates

In its closing statement, NADRA urged all citizens holding identity cards with incorrect or outdated information to proactively update their records. The authority emphasized that accurate data is essential for national security, efficient service delivery, and ensuring every citizen’s legal identity is correctly documented.
